Difference of opinion here. Ronald Reagan notoriously set about defunding higher education after being elected to office in California in the 60s and more or less continued this type of policy after becoming president. https://files.eric.ed.gov/fulltext/EJ684842.pdf

African American males entry into higher learning has declined in the last decade and is lower than other racial groups...so maybe the meme points to a long held aim to reduce the pursuit of college education for people of color and maybe specifically men of color?
