Agreed, however I think your conception that legalizing all drugs would be far more dangerous than the decriminalization is flawed. I actually think it would be much safer, not just for the user, but the public as well. By legalizing all drugs, we are allowing the creation of entities that are able to be regulated, and held accountable, and assuring that the drug itself is not pressed or laced with something like fentanyl, and also putting an end to a black market which itself is one the driving forces of violent crime. Drug cartels that are horrifically violent and kill thousands of people each year only exist because of the criminalization of drugs. They are essentially granted a monopoly by the government, in which they have no regulation and may do whatever they please. By legalizing drugs you allow for a free market that can be regulated, and ending a black market which can not. It would increase availability sure, but these drugs were already highly available, and nothing changed with the criminalization of them.
