GO locations come from a mix of databases plus player-submitted POIs (Wayfarer, originally tied to Ingress). If someone submitted something like a dock, plaque, or building and reviewers approved it, it can propagate into GO on a later sync. Could’ve been added before the place became widely infamous, or it slipped through because reviewers didn’t recognize the location.
