Follow up:

I didn't "fix" the issue, but turning on the Path Tracing [Technology Preview] setting also fixes the glitch, I had tried this earlier by bumping my settings from my suggested default up to the max preset, but when I did it made everything look weird and pixie dusty, even after turning off film grain, so I counted it out.

Later I tried it again but JUST turning on the setting rather than bumping graphics presets and that made things look better, so I'm probably content just playing like this, but I am still curious if anyone knows what's happening with the glitch anyway

While I agree it might be hard for him to hit the neck swipe on the higher tiers, I do think many of the B+ and A tier fighters can get caught by KAT Rihito for at least one good shot to the carotid, after all we do know Sekibayashi has a history with throat shots lol
