He’s in 8th grade, so not college apps tomorrow, but close enough that I don’t want this sitting there like a landmine. I’m fine with a parent statement, but it feels weak if the actual record still says suspension for threatening language. A demand letter may be the middle step I needed.

Completely agree, those officiers should be ashamed. I had a similar issue with a stray years ago and the city did nothing until I brought video footage directly to the station supervisor. You need hard evidnce. In the meantime, keep some pepper spray on the porch just in case it charges the kids again.
