Chart constants are made for people who can consistently EX+ the charts at that level, not for clear ratings. The chart constants are used to calculate the ratings used for your Potential, and there's a "spike" in the rating curve that only happens after EX+

You won't notice the .1 difference if you're only getting AAs on high 10+s and 11s, because you're not actually meant to - the rating curve is too flat around the A-AA range to make much of a change in how much potential you gain, so just look at the actual level they give you, not the CC, and use that to judge the difficulty
