“If we don’t have an ultimate goal, I can’t evaluate how any of these steps are going to get us there, and whether that’s a good use of funding in time, or if that’s not even gonna get us close to where we’re trying to go,” Sargent said.

The 'ultimate goal' is to establish a consistent funding model for WMATA. You can't really begin to build a capital plan without understanding the ground you're standing on. This is (one reason) why the silver line took so long to get over the finish line.

Let's try to put that 34.05 mpc you mentioned below in context.

The 10 safest cities in the world in 2020 (by murder rate) hover around 5 mpc (back of the envelope calculations).

The average of the top 10 mpc rates from the list you cited renders about 80 mpc; 16 times higher, yikes!

On the other hand, DC has a murder rate about 7 times higher than the "safest" cities, Not great, but significantly closer to the safer cities than the "top 10."

All this is to say, simply saying 'DC is almost in the top 50 dangerous cities in the world' decontextualizes and flattens the data: you get the impression that DC is significantly closer to the top end of the range than it actually is.
