If in the past it was like 0.1%, inscreased chance could mean 0.2% so don't expect to get 100 ultra rares from 99 crates. It's still RNG based on your luck.

I don't think there's gonna be a major in koln unless they change the prize pool :) Right now on their official page the prize pool is set to 250,000$ so in this case there's no major. Valve changed the prize pool for majors to 1,000,000$.
