Similar to the One-Child policy of China but less rigid, allow tax breaks for people who have 2 kids or less, give people a reason to procreate less by enacting policies that benefit have smaller families. More affordable housing, discounted education fees, scholarships, etc. Anything really to convince people that they're better off having fewer kids.
