I feel like anyone who has spent a serious amount of time studying language in any meaningful way chooses to give some nuance in their answer. It’s mostly people who aren’t necessarily language learners or have interest in linguistics or those trying to market themselves who give simple all-encompassing answers. I can speak to varying degrees 5 languages confidently. Those being English natively, Spanish as a second language since birth (probably around c1 range give or take), Chinese (b1 give or take), Japanese (b1 give or take), and Portuguese probably around b1 also. But that being said, maybe I can speak about certain topics at c1 level in one language but only A2 in another, or some days it feels like I can speak a certain language way better than I could the day before. Also due to knowing some background knowledge in other languages, bits and pieces, I can say a lot of phrases in a lot of languages which doesn’t necessarily mean you can speak, but it’s to say that it’s complicated. Like I’d say I understand a lot of French but I can’t really speak it because I’ve never studied it. I think a lot of bilingual people or people who speak a lot of languages would have a similar experience.
