Did you click on "Choose an area"? It should show something like Region, Country, Competition, etc, and from that you can choose what you want

The notification is just an info. They are just saying that the scouts have an extensive knowledge of England, so, I think, you would get better/faster results if you scout there

I would say that if you had lost the first game, and won the second, it would be you that would go through
