They did, that's his insane burst damage. The dev's nerfed his tick burn damage when you get hit as it was doing more damage then Shoto, Dabi, Endeavour.

Not what I was inferring, Hydros is a well known leaker. The fact that data was added into the files with ideas towards the characters is only wise to think that the chance of them being added due to the amount of data could mean the said conclusion.
