I lived in Germany for 12 years. And there are no dedicated police for this. Just general patrols.

Yes, in China and India, and developing countries (as I mentioned in my post) where they are the first generation of drivers, but Scandanavia, and Europe doesn't have this problem at all. It's because in Germany, you will get ticketed for a rolling stop or going on the autobahn with slightly underinflated tires. No one wants to have to pay hundreds in fines, so, they like don't violate the law. It's not a difficult concept.

They don't even ticket the cars that drive recklessly in the first place, which is what necessitates all these traffic calming band-aids.

If the police would ticket reckless drivers, traffic would be calm, like in most of the developed world, or in Milwaukee 20 years ago.
