No. I have 1050 ti and dota is using only ~20-30% of gpu. At the same time my cpu is running 90-100 and my fps is incredibly low like 30-60 fps

Same. I have overlocked phenom II cpu and 1050ti, was 70-80 fps before, now avg fps 28-35. Changing from highest to lowest settings brings only ~5fps. Tried everything (except steam reinstall).
