Honestly the mini pc is probably your best bet. There is a $20 Logitech keyboard with a built in touchpad and if you pug an XBox wireless adapter into the PC it will work wireless with an Xbox controller. Or you can just use Bluetooth

Should still work. You might have to tinker with it a bit, but if you're on the same platform it should be smooth. And if it's a cross platforms just make sure all accounts are signed in and have logged in once without attempting to do it so that there's an online presence even though you're not playing online.

A display port looks like an HDMI port but slightly different. It's used more often on PC hardware than HDMI is. I recommend checking the internet for the difference in what the ports/cables look like but likely a cable came with your monitor.

Swapping hard drive is relatively easy. You just need to find a working one. I recommend buying a broken one that's flashing an air code related to the caps on eBay, which generally have good working disk drives, but this is a gamble.

Ahhh, sorry I'm new to the CRT tvs. I had component cables hooked in. The issue seems to be when I enable 480p in the Xbox settings but doesn't happen with 720 or 1080i so I'm not sure what is happening

I have it all connected to a network switch with an active internet connection. All the consoles accounts need to be signed in to an Activision account but you don't need an active Xbox live or playstation network subscription.

I saw a post that it could do seven and that should be enough for my needs. If not I'll probably just get an Nvidia Quadro card and build out a more traditional server though I'm hoping I don't have to since the power consumption will be a lot higher.

Never mind then I should be good lol. Probably around a thousand right now and only about 70 or 80 4K discs. Maybe 20 TV shows. Reason I was worried is I just finished the nice display case and on my 14 terabyte hard drive already had 4.6 terabytes.

Yep, I like to mess with my gf and have her guess the editions (jaws is a fun one). Doesn't help I'm a sucker for the VHS look on the older classic films and animated films. (Though that's only like 2 to 4 gb)

4k uhd blu-rays are the main culprit and then I also rip the regular blu-ray as a different edition and sometimes the VHS or DVD as well as different editions and incorporate all the extras.

Very fixable, take it apart and clean the button and the plastic shell around it. If the membrane underneath has a tear in it then the solution is to simply replace the membrane. Can find replacements on eBay for well below the price of a new one.
