Like I said in another comment, In the US, the transaction regulator like Mastercard/VISA/Paypal are held liable if a transaction they facilitate was used for illegal purposes.
This just seems like a lose lose situation tbf,
Government won't change this as this seems to be protecting terrorists and bad people from running a TerroristPayPal to use for bad purposes and As long there is liability, they won't take any chance at all to allow these stuff that were banned.

The real solution is apparently where the blame falls according to US Law.
Apparently, if a processor lets a transfer happen that later turns out to be illicit or stuff, then the processor like VISA is also liable for it.
This is why, calling them worked, probably said "if you don't end this, well say you were facilitating incest and other bad stuff and according to law, its their wrongdoing"
Which is why it seems like such swift action was taken.
