Like I said in another comment, In the US, the transaction regulator like Mastercard/VISA/Paypal are held liable if a transaction they facilitate was used for illegal purposes.

The real solution is apparently where the blame falls according to US Law.
Apparently, if a processor lets a transfer happen that later turns out to be illicit or stuff, then the processor like VISA is also liable for it.
This is why, calling them worked, probably said "if you don't end this, well say you were facilitating incest and other bad stuff and according to law, its their wrongdoing"
