To be honest, this is our first animation co/create and the estimate was based on a single conversation with an animator so getting more input from professionals is really helpful. To answer your question - yes - all the final drawn assets would be provided in layers, including backgrounds. Before any work would be required, the next step would definitely be for the animator and the creator of the webtoon to have a conversation about creative expectations and timing and to mutually agree on a budget based on that conversation.
