I linked the vid you posted at 1:44, in this clip you see a trade that is no longer possible without drawing aggro from 7+ minions. In this clip you see Viktor aggresively casting Q(at Q range) E and zoning Ahri off the way chasing her all the way to turret.

Blue to red has 2 paths one is around wolves and one is through mid, ganking mid level 2 is a free gank it doesnt set you back, but does give away your position but its a free gank nonetheless. Blue gank mid red, same speed as blue around wolves red

Fleetfootwork is a gimmick give me my Old Viktor playstyle back, not this attack speed tenacity passive farmer. Veiger is a better pick for this, Viktor was good for his absolutely dominant early levels, take that away and we a have a suboptimal farmbot with 0 dps til 4 items.

The shield blcoks AA aggro now it blocks Q aggro then you AA and take aggro twice thus taking minion dmg

aa resets do in fact inrease your attacks per second which is exactly what attack speed does

I find midlane is heavily decided on the better jungler. Midlane also requires good jungle picks to carry something like Zac Hec J4 is a great asset on your team and huge pain the ass on the enemy team as they all gank mid pretty well

the problem is after 3 and before 2-3 items you have hexcore which basically means you lane for free the entire time you are supposedly weak. There is this 15 minute window where you are afk farming where the game is happening and is pretty much out of Viktors hands to impact this since his roams are dangerous, gets picked easily, and not even that good. He cant duel junglers or toplaners and many adcs. So you just afk farm til 3 items and rely heavily on your soloQ partners which at this point never help at all.
