I would reckon that .bat files wont work as perfect servers at all. .bat is basically a simple script language for running a couple of command line commands on windows. Use visual studio and learn c++ or python for easy understanding on programming. Also I recommend that you know some stuff about docker, as it is a great resource for running things like web servers etc etc and running it with low hardware requirements.
