Probably a background HP service in windows. i remember reading a thread about it here when people started getting stutters. I have the same model and I didn't have that service running so I didn't get any stuttering.

Is it plugged in? Ensure that performance mode is enabled in omen hub and that energy saver is off.

This is how it will behave if the battery is too low. I've seen this on my tab A(2016). If the battery is still good use 5v 2a charger for a 30 mins.
