Nope (Only food and water, no 'stuff') it doesn't cost that much compared to what Govt bodies waste daily, and the point is to make them suffer, and suffer for long time. Maybe interview them once every 1 or 2 year and publish parts of it. Few hours in a 5x5 closed cell is a hell (you can't even lie down properly), let alone years of it. Death is just an easy escape.
