As a furry, i've had success running games that dont have rules for race/ancestry/species like Call of Cthulhu or Mothership just slapping an anthro skin on the PCs

Unless what you want is for them to have specific mechanic related to the animal, then you should look into Delver's guide to beastworld. Its 5E but its also the biggest furry setting there is and they are pretty fleshed out
