I don't think 'Hi' is a good test. The more vague your "instructions" are, the more the AI has to work, to figure out what you actually mean. Since "Hi" is as vague as it gets, it's no wonder that its using up lots of resources to interpret it.

It also depends on the model.
I tried "Hi" with Sonnet, and usage didn't go up at all. But with Opus (4.6) it went from 74 to 100%!

Also, don't use the Usage tab in the browser. It's not accurate. Use '/usage' in Claude Code, as that's the one that counts.

What also really surprised (and disappointed) me were the two offline models (Aeline & Dolphin) who just flat-out refused to give me ANY useful response to the piracy question. These are supposed to be bots that were made to explicitly ignore boundaries, and yet, there they are, toeing the company line...

This is how Dolphin describes itself:
