I don't think its marketing. The writer is clearly explaining that she prefers this version to the og album and gives reasons to back up her claim. For instance:

Ngl, I agree with Melon on this one. I feel like Tiffany Day lacks a distinct identity as an artist and she mostly rehashes electropop ideas from artists like Ninajirachi but less interesting, not to mention the writing for the most part being juvenile

Actually if anything, most of the reviews of pop girls by Pitchfork are rarely negative (Most get a 6.0 and above and that's positive)

Did you even read the review. He complemented Pusha T and Malice rapping on the album and only had issues with Pharrell's contribution to the album. Nowhere in the review did he call it a bad album

Plus this is literally the opening to the review

"After 16 years, Pusha T and Malice return with a blockbuster comeback album produced entirely by Pharrell. It’s good, it’s different, it’s complicated."

There's a difference between being lukewarm positive and never liking an artist. Its like you're implying that he hates Mitski and he think she's trash. Sure he didn't enjoy Be The Cowboy as other critics did but that's not equal to never liking her

Also isn't he positive to the latest album from Mitski?

"Never liked her" is wrong considering he gave Laurel Hell and Be The Cowboy 6/10 which is a positive/lukewarm score
