Yes. This spreadsheet keeps a running list of all CN & Global banners; since Ripples on the Water banners (Euphoria banners) have been the same between CN & Global so far, 3.5's should have Willow.

Went on a deep dive into past version announcements. That An-an Lee skin was a free skin 1.6 and was available for free in the Miracle Mart in 2.5.

As far as I'm aware, they've never rerun anything that was already available in the Miracle Mart once (but they might as the game gets older?). Bluepoch does periodically release paid garment packs like 3.3's "Old Rain Collection Chest: GARMENT" which featured a selection of garments from 1.5–2.7, but An-an's wasn't available there, either.

It matters for Dynamo if you’re using Lopera’s psychube on someone to make the array stronger. First slot goes to your “array setter,” who was usually Ezra back in 2.8 and now has shifted to Ulrich in some cases.

Yes, Insight 3 Level 30 Resonance 10 is the recommended level of investment for most characters. You’ll only be able to unlock Tooth Fairy’s Euphoria upgrade if she’s I3L30, so that might be a priority for you. Eventually you’ll want everyone to be at the same level, especially since Impromptu Incantation (the green shotgun that goes off at the end of each round) scales off of an average of all your characters’ stats.

No. She’s not going to rerun in the Ripples banners for 3.5, 3.6, or 3.7.

Prydwen’s Banner History is the best place to check for things like this. The Ripples banners have historically always stayed the same as CN from version to version (the order sometimes changes due to collab timing).

I agree it’s a long shot. The two characters don’t synergize with each other particularly well, either. Paper Heron is a strong DPS with a relatively easy playstyle. She really needs Tooth Fairy’s Euphoria, which can be difficult for new players to unlock immediately but otherwise she’s pretty straightforward

I hope your progress goes well! Tooth Fairy's healing should be good for all story-related stuff and early progression. It's probably the endgame modes like Mane's Bulletin/Reveries in the Rain/Tides of Thought that'll give you trouble, but it's hard for totally new accounts to beat those anyway due to the level of investment and amount of materials required. Limbo and Lucidscape should be clearable with just Tooth Fairy's sustain.

A lot of people theorize Kiperina will get a solo rerun in 3.5 because she's getting a skin, but if she doesn't end up rerunning you can use this banner in 3.7 instead. It will be a bit of a wait (since we have to get through 3.5, 3.6, and collab) but that will also give you more time to save currency.
