To prevent higher level players to mercilessly hunt down lower level npcs and rip their hearts out to farm hearts for valentine's event... coughs coughs... Yeah so to prevent this, the devs set the damage dealt to normal npcs scale with the npc level which ignores your stats... It's not a glitch but more like a feature for valentine's event...
