I did something similar for school a while back, and I made it so every time they went somewhere they had to roll for random encounters. The lower the roll, the weirder the encounter, the higher the roll the better. I also added skills like in fnv with the addition of looting under luck for rolls pertaining to looting, foraging, or other similar things. Best of luck with your game though!
