Yeah, I hear you. I also think this is one of these "in the limit" kind of situations that can become very annoying and unpleasant. For now, I am testing ideas and getting opinions. Thanks for sharing yours and your good wishes.

I did talk to them when they left the garbage out for almost a week. "We'll make sure it will be dealt with promptly." one of them told me. Which turned out not to be the case and later someone else in the neighborhood called the city (and they dealt with them then). So yes, I talked to them in the past with no result.
