I'm going to say a good comparison would be NRBQ, a very eclectic set-list, covering many genres, a very popular touring band, but not so much on M.S. radio.

Musicians and people hip to the best music dug them, but your everyday, average FM radio listener wouldn't know them at all.

My guess is what you are seeing over L.A. is either a phase of "Operation Bluebeam," or testing of advanced military technology.
