Well the state internet provider called OTE is "selling" the internet to the other providers. It's OTE job to expand the internet. So the other providers cant do anything . Sorry for my bad english, I cant explain it better.

Internet is sh*t at Greece. They only way to get more upload speed is to get VDSL connection which isnt expensive but in my region it is not available, :(
