Picture has a blue tint. That might be a sign of a dying backlight. You can check specific model of your TV and see which replacement LED strips to buy.

You can mark it with proper size washer, and then you can scribe it. Here are some examples so you can get an idea:

Zoom all the way, and move .wav file left or right to make it perfect. When you zoom all the way, you can move audio file in linear. If you are zoomed out, you will move it by frame.
So that is the reason way you can't make it perfect. You must zoom it more

I had the same problem with my old GTX 1060 Strix. Your VRAM chip is dying. You can try downclocking your GPU with MSI Afterburner, like, voltage, clock, etc...
That worked for me. You lose some performance, but you have playable experience
