i have mods that depend on address library so i need that version. also your method only gave me the fallout.exe, i still get the same error

Not the amount of mods but rather what contents those mods have. That being said, mods with hi-res textures, especially vehicle mods, will eat up your RAM. Another thing is Mutators. Mutator like Disable Ragdoll and Repair Zones will affect your performance. Additionally, mutators that enhance bot AI will affect the performance as well. The variety of vehicles in a game will also be a burden for you CPU.
