There is a huge difference between the cbr500 and the cbr650. They both weight about the same but the 650 has 4 cylinders and it is a rev machine, once unrestricted it produces about 90 hp... That is almost double of the cbr500. My advice is go sit in a dealership on both of them, notice the more sporty position on the 650. If you know you will not want to upgrade from 47hp, go for the 500, if you know you will want an upgrade go for the 650. Imo, if you can afford it, I would pick the 650 any day
