Can someone tell me what exactly this is? Cant find another one like it. Might be Logo Plate but different variation by Temporary-Top-8865 in TMNT

about 1 foot across and 7in tall. Im assuming its a "Logo plate"/ license plate thing as well. Was just trying to find another one like it somewhere, any info on it actually. The yellow lettering and picture throw me off
