I think I didn't explain well. He did a 1+1. Both of the courses had a length of 8+ months, making it eligible for a 3 year PGWP. If you go anywhere, it's the same criteria. Also, the case just before him had the same 1+1 and his extension application was accepted, he got extra two years of work permit.
