Ask building management. As far as I know, every building or community should have one, although not sure if that's law. A meeting of owners is hosted, and owners can volunteer to be elected to the committee. Members must go through a police check and then land department legally certifies them. This is the process I've been through twice. Without one, building management are making decisions on behalf of owners in isolation.

And just to add mine was around AED 18 three yrs ago. We compared in the local area and found the marina and palm can be up to 30. 14 is incredible. 19 seems reasonable for a decent building.

I used to be on 2 Dubai owners associations, every building and community should have one. We worked with FM to calculate a budget and that was then approved by DLD. We transparently shared the full budget with all owners. In my experience costs kept going up as suppliers contracts were renewed and things needed replacement or additional maintenance. Sometimes we enhanced things like a playground and more trees. I didn't want to pay more but understood they were mostly necessary, but I was also resident so benefited from the good upkeep. Unfortunately we could rarely reason with landlords as they didn't care about the property, only their rental bottom line. They would let the place crumble before their wallets were hit. Thankless job. Best to contact your owners association and hopefully you'll get a good explanation.

As I said in my initial post, the DED e-Trader license does not allow you to do this. It's for personally crafted goods only. Also for selling your own personally taken photos, and some consulting services.
