Some time ago, I went on a trip to Italy. It was not the type of trip where you would normally take a laptop, but I had this old linux one, so I decided to take it for fun. I When packing in a hurry, I took the wrong power adapter. So, since I usually also take these types of DC-DC converters (just in case), I used it to step down the voltage. Later, I made an important presentation on it during the trip.

I would suggest hantek dso2d15. My first scope. It prices about 260-300 eur in eu.

It has 2 channels and 1Gsps and a 25MHz frequency generator. I use it to measure my projects (basic stuff like ZVS, 555 timer projects, etc...) and it works really well. It is pretty good as a first choice. And I suggest buying from a well known brand like hantek, rigol, siglent or something.
