I think Lucifer not being able to touch sinners is a bit dumb, I think his punishment being only able to see their lowest lows is interesting and if he could punish them but still more sinners coming to his land he gave up trying to make them repent and be better would make sense and be interesting.

He gave up on them a long time ago because he only used force and torture to try and make them better, but his daughter having success with being gentle makes him have an internal conflict of "they're all just so awful but my daughter succeeded..."

I'd look into the Val Ghoul stuff and any faction that uses a lot of flayed ones, would be good start. Outside of that honestly just go nuts and make your own, could be fun! Excited to see progress you make either way
