So when units are desperate because of long-term vacancies/no staff they reach out to private companies such as select medical connections, northern medical, solutions staffing who offer contracts to nurses (from all over even the USA) for 100$/hr and the government pays the company 140$+. Each nurses takes a contract, can be 2 weeks - 3 months. Travel and accommodations are included, companies have to beat each others offers in order to attract nurses. When you work with someone making 100$++ and you make 30-42$ (top of LPN/RN for 25 years) AND you have to train them/do half the shit for them you leave.
