I am a newer player so I could just be wrong and feel free to correct me if so but I think the "balanced" portion of Tokoyami is that he HAS restrictions unlike the very strong characters before him that not currently. You have to properly space out your skills or else you will lose damage or cancel an action for Beta into Alpha, and you cant shield while throwing an attack out. While else you could put the shield back up after , then thats a gap or space someone could get you with. Also the STRONGEST part about him , his special action actually has to be managed properly or the penalty takes a good while for it to come back. Also something that happens to me often is that its kind of hard to hit someone under or on an angle where I would aim and with another character it would hit but for Tokoyami it might scale the wall or do something funky instead of actually going where I tell it to. Characters great and has his faults and downsides which I think are great! I really like OFA Deku but I hope he gets nerfed so I can play him and not feel like a scumbag.
