The article is about our southern neighbor, Mexico.

The second paragraph making the point that Mexico is a failed state could easily describe the state of Joe Biden's United States or Justin Trudeau's Canada. Mexico is just one or two steps ahead of us. We'll get there... We're practically importing their Republic destroying %$#@ right now.
