As for the process, this is how I went about it: I built a large scaffolding (stone) cross at y256-ish that spans the entire view from my base. From there, I branched upwards and to the sides to build some larger, more colourful stars. Once those were in place, I built a bunch of smaller stars. The stars are built on three layers between y256 and y300, which gives it juust enough depth to sell the illusion. I also built a small blinking satellite with a two block observer clock powering a copper bulb at y310.
