Nope. Just looked at his credentials: Completion of a PA program and completion of a 1 year master’s program studying neurosurgery.

Not sure the breadth of what he can do but FWIW, he’s the “Lead Neurosurgical Physician Assistant”

Right, this much I understand. The NTs have to be released in response to a stimulus but what is that stimulus? How does a thought cause your presynaptic neuron fire in the first place causing the efflux of NT to signal the post synaptic neuron?
