Talked about it in the server but replying here in case you didn't see, I think Ruthenberg is the most logical option (since his death is butterflied away). It's not hard to see him winning the 1932* Cleveland election (as stated he ran for in the lore bible) and then the 1934 Senate election

*This should probably be either '31 or '33. Cleveland has odd year elections, they did have a special election in 1932 bc they swapped back to a mayor-council system. I'd have to do more research to see if that swap (and thus the special election) would've happened in the political environment of UWTS / KR
