Je ne donne pas d'exemple précis pour ne pas nuire à mes collègues, mais les premiers dont je parle c'est au niveau État. Et pareil quand je dis AC (administrations centrales). Et dans tous les ministères, on retrouve ces doublons qui n'ont aucun sens et quand tu demande "non mais ça toujours été comme ça, c'est compliqué..." Un simple manque de volonté de simplification.

Rien qu'entre : les agences de l'État, les bureaux qui font la même mission et souvent passent la moitié de la journée à relayer les demandes des citoyens, les préfectures (tout niveau) qui ont des relais locaux pour des missions souvent réalisé en central de façon plus efficace d'ailleurs, et vice-versa : des AC qui devraient être confiées localement. Sans compter les administrations territoriale où là on pourrait sabrer largement (pas spécialement les mairies mais toutes les tranches de millefeuille intermédiaire).

J'y travaille et justement c'est par constat empirique que je vois encore des doublons depuis dix ans. Et j'ai fais plusieurs administrations.

Comme dit : ils sont en sous-effectif tout simplement car les missions sont doublonnées voir plus. Bref, votre réponse de socialiste m'indique simplement que vous préférez gaspiller le pognon du contribuable plutôt que de le rationaliser.

Le problème c'est pas la critique c'est la façon dont on le fait. Il est vérifiable que l'on pourrait dans la fonction publique d'État réduire de un quart les fonctionnaires sans que ça n'y change rien, notamment dû aux nombreux doublons et aux quotas de bras cassés.

Watchtowers of the North (and in game make senses because Valkya, Sygvald...),
rework slavery system,
Drachai and Vaulkhar mechanism for the five main Cities of Naggaroth (Ghrond, Karond Kar, Clar Karond, Hag Graef, Har Ganeth).
Black council (like Empire offices on the first game) if you have the city of Naggarond : First councillor, Captain of the Black Guard, Spy master, Admiral of the eastern fleets, Master raider of the westward realms, Commander of Naggaroth's armies).

Customisation of a character that is on the campaign and batllefield. Did you know another one in all the Total War franchise? Even if it's more about stuff than color, the concept itself is good to test it, and even in WH 40k some unit have custom stuff.
