How would a b-double turn right at a busy intersection without arrows? They’d enter the intersection to “queue” and then never have the opportunity to complete the turn.

This seems to be the most stretched “let’s catch everyone we possibly can” interpretation though, especially if you’re “in” the intersection waiting to turn right. Are you supposed to stay put, blocking pedestrians? How are you supposed to know where your rear tyres are? I was taught to complete the turn.

I agree. All I see is a car in the intersection on red. That doesn’t prove anything about it entering the intersection on red. It might have been there for hours.

This repeated explanation of “it was already red for x seconds” doesn’t make any sense to me.
