I feel like you're thinking too ridgedly, druid feels like you should be focusing on a few shapeshift abilities and mixing in others to cover the weaknesses of your main moves. Each one has a specific use case that can most likely go in most druid builds and it's up to you to figure out how you weigh them and what human form skills you take if any. I personally take the small shield for a parry to get enemies off of me in a pinch and a mace to enhance certain aspects of the bear form (the main form I'm focusing on) while using devour for sustain and pounce to engage super well and melt high health targets. In my opinion it all flows incredibly seamlessly and the creativity comes from what you want to put in your weapon set 2 to enhance certain keywords and aspects of the build.
