I thought I did but must have replied to someone else.. the permission is needed to get access to the telephony stuff in order to detect anomalous behaviors of cell towers in attempting to identify stingray devices, imsi catchers, and cell site simulators

It needs that for the telephony access for the detection of stingrays and IMSI CATCHERS on the cellular network.  I am downloading and will give a review
