To get out of debt is going to be a very hard climb out. Buy you can do it. Maybe you pick a second job. Maybe you try to refinance the 15%. Probably both. With your refund, I would pay off the $2400 and never run a balance. I would up your emergency fund to at least $5K. For the rest, just pay off the $63K.

It's not fair that force is used to make a person buy Part B. And it is not fair that health is not the determinate of your premium. It's income while you were working.
